NGWFC Parametric Oscillator for tip/tilt vibration reduction

This is a proof of concept identified as a NGAO Detailed Design Risk Reduction task. The goal is to evaluate the effectiveness of a parametric oscillator in reducing a 29hz observatory wide vibration using the existing Keck-2 NGWFC tip/tilt system.

We need to push these dates in as much as possible to minimize the cost of the project.
