NGWFC Parametric Oscillator for tip/tilt vibration reduction

Goal
This is a proof of concept identified as a NGAO Detailed Design Risk Reduction task. The goal is to evaluate the effectiveness of a parametric oscillator in reducing a 29hz observatory wide vibration using the existing Keck-2 NGWFC tip/tilt system.
